parks conference in 2015 in which we are going to be welcoming cities from all over the country to learn how we do it here in san francisco. and then, just last month, and a big thank you to all of you, san francisco voters approved proposition b. the cleanest safe neighborhood parks fund which allows us to renovate and juvinate your parks. 83 years ago, uncle john mcclarin and if you go in the gm office you can see a picture of him. started the tradition of lighting this mile-long stretch of trees started and ending here in front of the lodge where he lived for a number of years. so this, this is san francisco official holiday tree right behind us, uncle john's tree. it is a cyrus that is more than 100 years old closer to 130 years old and tonight it sports over 550 christmas holiday lights. >> so i really want to give a big shout out to the rec and parks staff that has continued the tradition and i want to thank all of them and single out a few, bob pelosio who organized tonight's event. and i also want to single out loranie bamford whose team put this on and our entire recreation staf

people to attend the neighborhood empowerment network awards on january 9th, here in city hall, you probably saw some signs for it on the way in and the reason i'm asking you all to attend is that on saturday december 15th, the department joined the community group help mcklairn park to break down at a new playground, it was a project the group spearhead and had which is being funded by the community opportunity fund. help mcklairn park is going to accept an award as the outstanding park group from the neighborhood empowerment neighborhood for their advocacy at mcklairn park, at the top of my list of things to celebrate, it's been all the renewed attention and investment that we with as a city have made in this absolute jewel of a park, it is our second largest park in san francisco, it is beautiful, it reflects in so many ways the diversity of our neighborhoods, of our topography, of our land and of all of the ways that people like to enjoy their parks. it is a true jewel and there are so many good things that are happening which we'll talk more and more about in the coming year in

challenging economic times. his focus on steadfast on balancing the budget, reforming city pensions and working hard on economic development and job retention. he is making city government more responsive and efficient and making public safety a top priority. mayor lee is a long time public servant. prior to becoming mayor, he served as city administrator where he focused on government efficiency and measures and reforms that reduced the size and cost of government. mayor lee first began working for the city and county of san francisco in 1989 as the investigator for the city's first whistle blower program. prior to employment with the city and county of san francisco, he was the managing attorney for the asian law caucus. i first met ed in 1992 when he became the executive director for the human rights commission and we were both 16. that's two decades ago, ed. i watched him soon become the director of city purchasing and then going on to become the director of public works. i think ed is the only mayor in city history that can carry tlau on the campaign promise to fill the

in the whole city. but the worst part of it is t probably doesn't address that income group from the 90 to the 120, or 130th percentile. so those are some arguments i would make for rethinking the percentages that you put on there. >> if i could just in really quick on that? >> go ahead. >> one thing to keep in mind is the on-site and off-site are options that can be chosen by the developer. so there is no requirement that the developer choose an off-site option unless it becomes economically prohibitive, the off-site is an option that is offered to the developer. and i do think it provides some of the an incentive to choose an on-site option, because the ami levels would be higher for the on-site option and thus as you point out the difference between the sales price and the cost of production would be less. so the developer contribution would be minimized. that is consistent with a future policy under the housing trust fund, which will further provide incentive for developers to provide their units on-site by reducing the on-site inclusionary requirements. i want to point out th

that the federal judge is going to impose their will and save them time and force the city to go back or disregard city policy and process. we think that should not occur. an historic resource is been planed for destruction/demolition and if this should occur, there should be a significant community benefit. and the commission, i believe, commissioner wu has stated that the community benefit is not there. and it seems like this new project will not allow it to happen. there are plans for senior housing, senior affordable housing, which the city drastically needs. the city does not need 27 more market-rate housing. a senior affordable project can provide, perhaps up to 40 or so units that the city drastically needs. we have met our goals for market-rate housing. we are far, far behind in regards to affordable housing. i would like to close by saying that coalition for san francisco neighborhoods supports adaptable use for senior housing or another preservation alternative. to pursue enforcement actions for building code and ceqa violations. please wait 12 months before this project is considered.

native san franciscan. as a native, i have seen our great city go through many changes and i know how difficult it to be people to see change ms. their neighbors. i am here to support polka dot, to make sure that changes are good for our community as a whole. my son graduated from polka dot and was very prepared when he entered school. my son is fourth-generation san franciscan. while growing up in the city with a working mom i was brought to our next door neighbor's house for home daycare. it was a wonderful experience for me to be close to home, in my neighborhood and run by a caring person who had kids of her own. it was also affordable. i know this many concerns have been expressed by neighbors and i'm glad that people have the forum to express their concerns. they are a strictly neighborhood residential street. their current location is small and on a really narrow street. and parking even there was never an issue. the school and parents are very respectful of people's driveways. traffic use -- typically they don't come at one time and the white zone would accommodate. i want

, too. this is not a city-owned project. this is not a project being done by an affordable non-profit. this is a private project and there is -- they are responsible to be receptive to the neighborhood and build something that is appropriate to the neighborhood and is supported by the neighborhood. and protected light and air and other things, but they should have the ability to put the type of project that they wish to put there, and have that ability as along as it's not deleterious to the neighborhood. >> commissioner borden? >> this project has certainly come aways. it's ridiculous in my personal view that there weren't these kind of conversations before. at this point i don't think that we're ready to take up this project. i think that there is a lot of work to be done. the adjacent buildings points out a lot of problems and mr. schoolneck pointed out things are moving, but there are things to be done. i don't think you can necessarily arrive at a quick resolution after so much time and effort has been put insofar. it's a shame that a lawsuit is what was required for t

. you heard tom mention restoretive justice, right here, again, right here in this city across the bridge, and i know as superintendent talked about, you are doing amazing stuff in san francisco. tony smith in oakland has an initiative that is dealing with not just things like restoretive justice alone but positive behavioral interventions and supports. couple that with response to intervention, whole school reform strategies that work on transforming the way the school is functioning and in so doing making it a more positive culture for everybody. it brings in parental engagement in families and it has the very tough conversations, in the case of oakland i know for sure, around things like race with an african american male focus in that community because it's appropriate for that community, and the way all these things link together. so certainly bullying and harassment is an avenue into transforming the way schools work. just like discipline is an avenue into transforming the way schools work, as is standards and good assessments, it is how all these things fit together t

lake city are seeing it, and does have impact and the impact is largely i would say it creates a sense of agreement. the biggest thing that bully does or the big service the film has is gives everyone a unified collective science of agreement to which they roll up the sleeves and get busy creating change and has been really exciting. i building we already i believe kroshed the threshold of 140,000 students nationwide and we are working to get to the million and the idea is a million is a tipping point . a million kids in america. that's like one in ten basically in public schools. that gets embedded so over time every september schools are starting with that method to have that agreement, and along the way we're also trying to deliver youth action and educate ideas and teach the schools and districts about social emotional learning because after they see the film they want to know what do we do next? how do we impact that? and that's what i am up to and it's great to be here. >> thanks so much for coming here. we appreciate it. in the city of oakland that we belong to each other and i tell you what when so many of the students have been murdered over the last three and a half years i have been there and up to 85 homicides in the city this year it is a place and space of despair and lack of hope. i have tremendous respect for our law enforce .. we have been doing restorative justice work with the police department and with the teachers. people are saying enough is enough and i have in fact have to change to seek transformation. i mean we have to -- the saying cornell west that justice is the public face of love. if in fact we want that to be true we have to be just with one another and i think that's what we're trying to do in oakland. of supervisor olague. the planning department was the only city agency to attend the hearing and staff presents supervisor olague's proposal to create the fillmore street neighborhood commercial district. several members of public spoke about this. this was an informational item, so no action was taken. at the full board hearing, supervisor campos allowing use. you considered this item at your november 29th hearing. this week the board approved it on first reading. on second and final read before thing board was the tdif update to article 4. introduced by mayor lee and sponsored by supervisors olague and wiener. this commission considered the ordinance. and you recommended approval with the modifications, the mayor included all of the modifications in the ordinance. last week supervisor elsbernd successfully added an exemption on non-profits of you heard the california medical center's eir was continued until january of next year and there was an appeal of a categorical exemptionion for the mta's bikeway projects. the mta approved this project. and the town's concerns included topics such as tr

every 6th through 12th grader in san francisco city public schools will have had the opportunity to see bully and not only view that documentary but also go through a rich can urriculum from our teachers understanding the lessons from that movie. we all know a movie in and of itself doesn't make a difference, but i will tell you, we didn't start our approach to understanding it with the movie bully. we're very proud 234 san francisco that we have had an approach based on restoretive practices where we're not about suspending students and getting them out of school, we want them to understand what the impacts are and the impact it has. we've been a part of restoretive practices now for over 4 years in san francisco but when we heard about the movie bully, and bullying is a phenomenon we can all relate to. as i shared with the students yesterday at hertz theater, when i see the film i can relate to instances when i was bullied as a kid. when i reflect upon being a student in the public schools, i can think about situations where i was a bully, where i said things, where i did things, w

. our dream would be to have a similar program to ours in every city in the united states. obviously that takes time, our speakers are volunteers, they aren't paid. it may take 4 or 5 hours to go into schools so resources are always an issue. many schools are afraid to invite speakers in to talk about any religion, but particularly islam, there's not always a clear understanding to what the first amendment guarantees, which is the right to teach about a religion but not proselytize about it. i think there's fear of associating with anyone associated with islam. there are events outside our control that creates more interest and unfortunately also makes people more afraid. one of the programs we are about to launch is putting all our content online so a teacher in north dakota where there are no muslim, potentially, no expert can come to her classroom, they can go to our web site and download the content and teach the things we are teaching. >> i think partnerships are the best way to overcome the limitations because we all have limitations. and sometimes it's just visibility. we

in the same city about who the victims of bullying might be and the hot shots in each of the schools, so for example research showed that the social attitudes within a particular setting and the community and the parents can manifest themselves in terms of who folks are picking out to target; right? so for example at maybe a high end school like lowell ore gunn you might have bullying because you're not taking enough ap class. i have heard this and there is so mush pressure and criticized by the peers if they're not smart enough. in other schools it's the opposite and bullied because they are smart when that is not the krult. maybe in texas where it's a different culture that we saw in the movie that perhaps football is everything and if a child isn't good at sports they're an outcast. i would like to ask how or if addressing the cultural needs at each school how can we -- is this all one way of doing this, or do you feel there are different needs in different communities? and i think perhaps the law enforcement folks feel the cultures in the communities and see that come out in th
